Neil is the founder and owner of Functional Testing Solutions LLC where he provides Functional Capacity Evaluation services to the tri-state area of Delaware, Maryland and Pennsylvania using mobile FCE technology. Neil fosters long-standing relationships with referral sources including but not limited to attorneys, physicians, nurse case managers, adjusters, employers and rehabilitation professionals.
Prior to starting FTS, Neil was the Director of Workers Compensation Services at ATI Physical Therapy for 22 years providing oversight, operational and clinical support for functional capacity evaluations, work conditioning-hardening and clinical case management. He provided start-up to the FCE program as well as to the on-site services program known as WorkPRO Inc., which provided on-site employer services such as pre-employment essential function testing, ergonomics, job analysis, risk analysis and injury prevention to several large & small corporations throughout the tri-state area.
Neil has made occupational rehabilitation, work and personal injury services his specialty for 25 of his 31 years of practice. He has conducted over 1500 Functional Capacity Evaluations and mentored countless clinicians (PT, OT & Athletic Trainers) in Functional Capacity Evaluations, On-site services to employers & clinical case management for injured workers / personal injury patients.
Neil has been a part of Roy Matheson & Associates teaching faculty staff providing FCE certification training nationally to clinicians. He has provided FCE certification administration training nationally since 2015 as well mentoring clinicians following their FCE training.
Neil has been a guest lecturer to the University of Delaware’s Doctoral of Physical Therapy students for over 10 years and most recently to DeSales University’s DPT Students in 2020. He lectures to the DPT students on “The Role of the Rehabilitation Provider in Work/Personal Injury”.
He was an adjunct expert contributor to the State of Delaware’s Health Committee Advisory Panel, providing content used for Physician and Employer forms for functional capabilities as part of Workers Compensation reform in 2008.
Neil’s certifications include Certified Work Capacity Evaluator (CWCE), Certified Ergonomic Evaluation Specialist (CEES) and Certified Workers Compensation Health Professional (CwcHP) as well as holding state workers compensation certifications in Delaware & Maryland.
